WASHINGTON (MNN); US President Donald J. Trump has welcomed the establishment of the National Committee for the Administration of Gaza (NCAG), calling it a major step toward implementing Phase Two of his Comprehensive Plan to End the Gaza Conflict, a 20-point roadmap aimed at achieving lasting peace, stability, reconstruction and prosperity in the region.
According to a White House briefing statement, the NCAG will be headed by Dr. Ali Shaâath, a respected technocratic figure, who will oversee the restoration of essential public services, rebuilding of civil institutions and stabilization of daily life in Gaza. The committee will also lay the groundwork for long-term, self-sustaining governance. Dr. Shaâath brings extensive experience in public administration, economic development and international engagement, and is regarded for his practical understanding of Gazaâs institutional needs.
The development aligns with United Nations Security Council Resolution 2803 (2025), which endorsed President Trumpâs Comprehensive Plan and supported the creation of the Board of Peace. The Board is tasked with overseeing the full implementation of the planâs 20 points, coordinating international support and ensuring accountability during Gazaâs transition from conflict to peace and development.
To operationalise the initiative, a founding Executive Board has been formed under the chairmanship of President Trump. The board includes Secretary Marco Rubio, Steve Witkoff, Jared Kushner, Sir Tony Blair, Marc Rowan, Ajay Banga and Robert Gabriel. Each member will supervise a specific portfolio, including governance reform, regional coordination, reconstruction, investment, funding and capital mobilisation.
Aryeh Lightstone and Josh Gruenbaum have been appointed as senior advisers to the Board of Peace, responsible for daily strategy, operations and execution of diplomatic priorities.
Executive Board member Nickolay Mladenov will serve as High Representative for Gaza, acting as the on-ground liaison between the Board of Peace and the NCAG. He will coordinate governance, reconstruction and development efforts, ensuring alignment between civilian and security components.
For security and demilitarisation, Major General Jasper Jeffers has been appointed Commander of the International Stabilization Force (ISF). He will lead security operations, support comprehensive demilitarisation and facilitate the safe delivery of humanitarian aid and reconstruction materials.
In addition, a Gaza Executive Board is being established to support governance and service delivery. Its members include Steve Witkoff, Jared Kushner, Turkish Foreign Minister Hakan Fidan, Ali Al-Thawadi, General Hassan Rashad, Sir Tony Blair, Marc Rowan, UAE Minister Reem Al-Hashimy, Nickolay Mladenov, Yakir Gabay and Sigrid Kaag.
The United States reaffirmed its commitment to supporting the transitional framework in coordination with Israel, key Arab states and the international community. President Trump urged all stakeholders to cooperate fully with the NCAG, the Board of Peace and the International Stabilization Force to ensure swift and effective implementation of the plan. Further appointments to both boards are expected in the coming weeks.
