UNITED NATIONS: Pakistan and China jointly organised an informal meeting of the United Nations Security Council (UNSC) to discuss ways of ensuring the full, effective and impartial implementation of Security Council resolutions, the Foreign Office said on Thursday.
The meeting, held on Tuesday, brought together UN officials, experts and member states to examine challenges related to the enforcement of Security Council decisions and identify measures to strengthen implementation mechanisms.
Briefing participants were UN Assistant Secretary-General Khaled Khiari, Executive Director of the Security Council Report Shamala Kandiah, and Richard Gowan of the International Crisis Group.
According to the Foreign Office, the speakers emphasised that effective implementation is central to the credibility, authority and effectiveness of the Security Council.
They highlighted the need for resolutions to be supported by realistic mandates, clearly defined implementation strategies, regular reporting, adequate resources, political commitment and effective follow-up mechanisms to ensure tangible results on the ground.
Pakistan’s Permanent Representative to the United Nations, Ambassador Asim Iftikhar Ahmad, stressed that Security Council resolutions constitute legal obligations under the UN Charter and must be implemented without exception.
He warned that selective implementation or prolonged delays undermine the council’s authority, prolong unresolved conflicts and contribute to continued human suffering in disputed regions, including Indian Illegally Occupied Jammu and Kashmir and Palestine.
The ambassador noted that the failure to implement UN resolutions on the Jammu and Kashmir dispute had left the issue unresolved and resulted in decades of hardship for the Kashmiri people.
During the discussion, Pakistan proposed a number of practical measures aimed at improving implementation, including annual reviews of unimplemented and partially implemented resolutions, the development of clearer implementation frameworks, stronger follow-up procedures and improved coordination between peace operations, regional organisations and Security Council decisions.
The Foreign Office said participating Security Council members and other UN member states welcomed the initiative by Pakistan and China and shared recommendations on improving the implementation of resolutions in both country-specific and thematic situations.
Participants stressed that Security Council decisions should be practical, achievable and backed by sustained diplomatic efforts. They also called for regular assessments, timely reporting and sufficient resources to support implementation.
The Foreign Office stated that by convening the discussion, Pakistan and China reaffirmed their commitment to multilateralism, the authority of the Security Council and the principles and objectives enshrined in the United Nations Charter.
