A US-backed body overseeing reconstruction plans for Gaza has warned that a significant gap between pledged funds and actual disbursements could delay recovery efforts in the war-hit territory.
The “Board of Peace,” established by US President Donald Trump to supervise Gaza’s post-war rebuilding and transitional governance, said urgent action is needed to convert funding commitments into usable financial support.
In a report submitted to the United Nations Security Council, the board highlighted that while around $17 billion has been pledged by participating countries, only a small portion has so far been disbursed.
It warned that the delay risked turning reconstruction plans into “a framework that exists on paper” rather than one that delivers tangible results on the ground.
The board said funds must be released more quickly and called on both member and non-member states to accelerate contributions to support rebuilding efforts in Gaza.
Gaza’s reconstruction is estimated to cost more than $70 billion after years of destruction caused by sustained conflict. The report said approximately 85% of buildings and infrastructure in the territory have been damaged or destroyed, with around 70 million tonnes of rubble requiring clearance.
Countries including the United States, Saudi Arabia, the United Arab Emirates, Qatar, Morocco, Uzbekistan, and Kuwait have reportedly pledged financial support to the initiative.
However, many international actors remain cautious, citing concerns over transparency, governance, and oversight, with some preferring to channel aid through established institutions such as the United Nations.
The report also noted ongoing political instability, including Hamas’s refusal to disarm and continued Israeli military presence and airstrikes in parts of Gaza, despite a ceasefire announced in October.
Analysts say the reconstruction plan has faced delays amid funding uncertainty and differing international views on how post-war Gaza should be governed and financed.
