Islamabad: Deputy Prime Minister and Foreign Minister of Pakistan, Senator Muhammad Ishaq Dar, will lead Pakistan’s delegation to the Council of Heads of Government (CHG) meeting of the Shanghai Cooperation Organization (SCO), scheduled for 17–18 November 2025 in Moscow, Russia. He is participating at the invitation of the Russian Prime Minister, H.E. Mr. Mikhail Vladimirovich Mishustin.
The high-level meeting will bring together Heads of Government from Belarus, China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, along with the Vice President of Iran and the Foreign Ministers of Pakistan and India.
In addition to SCO member states, leaders from Mongolia, Bahrain, Egypt, Qatar, Kuwait, and Turkmenistan, as well as heads of major international and regional organizations including the Commonwealth of Independent States (CIS), Eurasian Economic Union (EAEU), Collective Security Treaty Organization (CSTO), and Democratic Socialists of America (DSA) will also attend.
Deputy Prime Minister Ishaq Dar is expected to present Pakistan’s perspective on key regional and global developments. His address will emphasize strengthening the SCO’s institutional framework and enhancing cooperation in economic, financial, commercial, connectivity, and socio-economic spheres.
The SCO Council of Heads of Government, the organization’s second-highest decision-making body, plays a pivotal role in shaping policies related to trade, economy, and budgetary matters. The meeting will conclude with the adoption of a Joint Communiqué, alongside several statements and decisions aimed at furthering regional collaboration.
On the sidelines of the summit, the Deputy Prime Minister will also hold bilateral meetings with leaders of various SCO member states to discuss mutual cooperation and regional priorities.
