North Korean leader Kim Jong Un has sharply criticized a proposed nuclear submarine agreement between the United States and South Korea, warning that it poses a direct threat to regional security and Pyongyang’s sovereignty.
His remarks were made during an inspection of a domestic submarine construction facility and coincided with new missile tests, according to state media.The Korean Central News Agency (KCNA) reported that Kim described the US–South Korea pact as an “offensive act” that “severely violates” North Korea’s security and maritime sovereignty.
He said the agreement represents a threat that must be countered and underscored the need to urgently strengthen North Korea’s naval and nuclear deterrence.During the visit, Kim toured a facility involved in the development of what Pyongyang claims is an “8,700-tonnage nuclear-powered strategic guided missile submarine,” highlighting the regime’s ambition to modernize its naval forces and enhance its second-strike capabilities.
Kim also oversaw the test firing of a new high-altitude, long-range anti-air missile into the Sea of Japan, which North Korea refers to as the East Sea of Korea. KCNA said the missile successfully struck a simulated target at an altitude of around 200 kilometers (124 miles), showcasing what Pyongyang called significant progress in its missile technology.
The developments come as Seoul pursues a “standalone deal” with Washington to acquire nuclear-powered submarine technology. While US law restricts the transfer of nuclear material for military purposes, South Korean officials have suggested that an exemption could be granted by President Donald Trump. Australia previously secured a similar arrangement with the United States, and South Korea is expected to begin formal talks early next year, according to national security adviser Wi Sung-lac.
In a separate diplomatic move, Russian President Vladimir Putin sent Kim a New Year’s greeting, praising North Korea’s military support for Russia in the war in Ukraine. Since 2024, Pyongyang has reportedly deployed thousands of troops to assist Russian forces. Putin also welcomed the 2024 “comprehensive strategic partnership” treaty between Moscow and Pyongyang and expressed hopes for deeper cooperation on regional and international issues.
