Kyiv- Ukraine has delivered an updated proposal to the United States outlining its vision for ending Russia’s invasion, Ukrainian officials confirmed on Wednesday, as President Donald Trump intensified criticism of European allies, widening the transatlantic divide.
An earlier U.S. plan — which reportedly required Ukraine to concede territory not yet occupied by Russian forces — was rejected by Kyiv and key European capitals as overly accommodating to Moscow. The revised document, Ukrainian officials say, better reflects Ukraine’s security priorities.
A Ukrainian official familiar with the negotiations said the new proposal “takes into account Ukraine’s vision — it is a further proposal for adequate solutions to problematic issues.” The official added that details would remain confidential until Washington responds.
Trump, who has been urging President Volodymyr Zelenskyy to accept a U.S.-developed settlement, voiced irritation with both Ukraine and European leaders in France, Germany and the United Kingdom. His remarks follow recent criticism in which he labeled Europe “decaying” and “weak” on immigration and Ukraine, echoing themes from the latest U.S. national security strategy warning of Europe’s potential “civilizational erasure.”
Speaking about his call with UK Prime Minister Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz, Trump said, “We discussed Ukraine in pretty strong words,” adding that European leaders wanted fresh talks this weekend — a move he dismissed as potentially “wasting time.”
On Monday, EU leaders publicly backed Zelenskyy and expressed skepticism over elements of the U.S. peace initiative. Washington’s negotiations with Russian President Vladimir Putin in the Kremlin last week also failed to produce a breakthrough. The tension comes as Zelenskyy faces mounting pressure at home. Ukraine’s military is struggling in the eastern Donbas region, and a corruption scandal has implicated several of his close associates.
Zelenskyy said the peace proposal now consists of three parts: a 20-point framework agreement, a document on security guarantees, and a plan for Ukraine’s post-war reconstruction.
Earlier Wednesday, Zelenskyy revealed he held an online meeting with Jared Kushner, U.S. Treasury Secretary Scott Bessent and BlackRock CEO Larry Fink to discuss recovery and investment options. “This could be considered the first meeting of the group that will work on a document concerning reconstruction and economic recovery of Ukraine,” he said.
Trump repeated that he might step back from the conflict, which he blames on former President Joe Biden, and reiterated his past claim that he could end the war “within 24 hours.”“Sometimes you have to let people fight it out and sometimes you don’t,” Trump said. “But the problem with letting people fight it out is you’re losing thousands of people a week. It’s ridiculous. The whole thing is ridiculous.”
